Policymakers in global governance must allocate resources to organizations that can best fulfill governance tasks amidst increasing complexity and the rise of private regulatory bodies. This involves not just finding the most effective solutions but also considering political interests like alliances and status. Traditional cost considerations now need to include “search costs,” which encompass evaluating governance options from IGOs, NGOs, and private actors based on legitimacy, effectiveness, and partnerships. Policymakers need frameworks to navigate these complexities and choose governance arrangements that balance all these factors.
